 Since 1979, our Agency has had federal and utility company funded programs that provide home energy saving services and products to low-income Butte County residents at no charge. Households that do not meet the low-income qualifications, we can now provide a home energy audit for a small fee. Please call toll free 1-877-891-0891 or click here for more information.


Utility Payment Assistance Programs

The Agency provides utility payment assistance to income-eligible residents in Butte County. This program pays heat source expenses including: electric, natural gas, wood, propane and fuel oil. Save 20% on your PG&E bill by signing up for the CARE Program! Click to apply online.

Affordable Housing Program

The Agency develops, constructs, and rehabilitates affordable housing for low to moderate-income families. The Agency actively competes in bidding of work projects, and collaborates with various programs of other public agencies.
